3. Elevator Pitch (* Please give a brief synopsis covering the core partnership idea, the nature of its innovation, and the strategic objectives and targeted audiences. Should be able to be spoken aloud in less than 30 seconds, hence "elevator pitch.”)

4. Partnership Description, Goals, and Objectives (Please provide a narrative description of your partnership idea, including goals, sustainability, and reporting/evaluation process. Provide a comprehensive but concise description of the partnership. Exceptionally long descriptions will be sent back for further editing/refinement).

5. Simple budget and budget narrative (*Provide a simple budget and budget narrative that provides information on major expenditures and a comprehensive rationale for these expenditures A simple budget should look like this: “Venue rental for 3 days = $10,000.”)

6. Public and private sector partners involved (*List all partners and any financial or in-kind support that is anticipated from them.)

7. Performance Indicators: Outline your steps for establishing the partnership by including major action steps with an approximate start and completion date for each step. *Quantitative metrics that define “success” for your partnership. For assistance with establishing these metrics, please contact your designated staff member in S/GP. The identified steps should cover the entire planned life of the partnership.

 

The Secretary's Office of Global Partnerships (S/GP) is inviting submissions for the FY 2016 Leveraging, Engaging, and Accelerating through Partnerships (LEAP) fund. The Secretary's Office of Global Partnerships (S/GP) serves as the entry point for collaboration between the Department of State and the private sector, and to promote the use of public-private partnerships to solve global challenges and strengthen diplomacy and development outcomes. Non-traditional partners include businesses, philanthropy, and community organizations. Partnerships advance our objectives to achieve goals among private, public, and civil society collaborators. S/GP has worked with over 1,600 organizations and has leveraged more than $1.6 billion in public and private resources for U.S. foreign policy and diplomacy efforts. This funding opportunity is designed to incubate new partnerships and scale up existing partnerships that directly advance the 17 Sustainable Development Goals (SDGs):

• Goal 1. End poverty in all its forms everywhere

• Goal 2. End hunger, achieve food security and improved nutrition and promote sustainable agriculture

• Goal 3. Ensure healthy lives and promote well-being for all at all ages

• Goal 4. Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all

• Goal 5. Achieve gender equality and empower all women and girls

• Goal 6. Ensure availability and sustainable management of water and sanitation for all

• Goal 7. Ensure access to affordable, reliable, sustainable and modern energy for all

• Goal 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

• Goal 9. Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation

• Goal 10. Reduce inequality within and among countries

• Goal 11. Make cities and human settlements inclusive, safe, resilient and sustainable

• Goal 12. Ensure sustainable consumption and production patterns

• Goal 13. Take urgent action to combat climate change and its impacts

• Goal 14. Conserve and sustainably use the oceans, seas and marine resources for sustainable development

• Goal 15. Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss

• Goal 16. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels

• Goal 17. Strengthen the means of implementation and revitalize the global partnership for sustainable development

Criteria for Proposals

Proposals will be accepted from $50,000 to $100,000. Funds may be used to support activities and events that advance the goals of the partnership. In some cases, funds may also be used to support the administrative costs of an organization in their capacity serving as a secretariat for the partnership.

Funds may not be used for fundraising purposes.

Cost-sharing and/or in-kind support from partners is encouraged, but not required for any grant. That said, proposals should cite the total dollar amount equivalent of resources that other proposed partners are anticipated to contribute to further the goals of the partnership, whether or not that amount would be included as cost sharing within a future award.

Those with winning proposals will be notified of funding decisions by October 2016.

Funding must be obligated by September 30, 2017, through an appropriate agreement/award such as a contract, purchase order, or grant.

Fund recipients will be required to conduct regular monitoring and evaluation reports.
